选A, 但是A里很重要的一部分for.....成了插入语，跳过的话就没有了这一重要的补充了阿，b虽然是被动语态，但是成分什么的都没少，该怎么取舍呢？
因为之前看过说重要的部分在插入语里面就会被忽略，不太好。

B中两个复杂介词短语for.... by...放在一起，容易有歧义
by...到底是修饰前面的动词be reduced还是修饰make

根据Manhattan大神Ran的说法
1. 没必要的被动语态本身就是错误的
2. By...的施动者离前面太远
