(E) the necessity of what kind of military action in order to take for dealing with it
答案为D，我想请问这里考的是平行的什么知识点，或者是consider 的什么知识点吗？
C为什么不对，我认为D中的in order to 是wordy 了！

A中的them指代有问题~应该是it~单数~
