是修饰policy makers的，至于是定于还是状语。。就分不清了

这种结构本身是错的
第一种可能，现在分词后置，但前提是前面是一句话，显然不是
第二种可能，修饰紧挨着的名词，通过句意viewing修饰的是expert,所以也不对
第三种可能，独立主格表伴随，前面也要是一个证据才行，否则无法伴随
