选E, 但是it没有指代不清的嫌疑吗？也可以指代convention阿

我的理解是：
1.当原文中没有过去完成时，而根据句意过去完成时的表达和原文的表达相差很大时，过去完成时即为考点，而且这个考点要强过指代
2.说it有可能指代convention的歧义过去牵强，只是理论上有可能，但通过句子意思，很容易确定it指代declaration.
