我选的D,在B、D中纠结，当时做题时认为While 也表示同时的意思，at the same time 也是重复，D没有看出什么不好的，所以选了D.

注意,B,D that have gone virtually unregulated since they were developed more than 50 years ago 所修饰的名词是不同的，that 紧跟所修饰的名次，B修饰的是pollutants,D修饰成time了～

就是that所修饰的名次，which需要用逗号隔开，你可以看看PREP上关于that和which的使用方法和区别。

LZ所给出的例子中which的跳跃修饰是核心词+修饰性介词短语的情况，是可以跳跃修饰的。
which可以跳跃修饰的情况如下：
核心词+介词、分词等修饰结构
核心词+修饰性插入语

原题D中at the same time是introduce的时间状语，不满足跳跃修饰条件
