47. 首先，ban n.vt.“禁止,禁令”(=formal prohibition),指合法地或由于社会压力而禁止,含谴责或不赞成的态度,通常搭配形式:ban ...from sth./doing sth.
prohibit vt.“禁止,不准”(=forbid by authority),指通过法律、法令、警告等作出禁止命令的正式规定或规则,通常搭配形式:prohibit sb. from sth/doing sth.
本题明确是考prohibit用法；
其次，你说的D选项，翻译过来逻辑不对，且make no sense，that在这里做和成分？
80. 主要说one在这里突然出现，指代不清；
96. as 这里单独出现，不引导句子，当“作为”讲，但是这个短语作为介词短语只能修饰V.，可V.在哪？
98. Than 前省略了for this campaign…

80.那为什么there改为It后One就有指代了呢？之前不能指代condition吗？

47.之前也为题纠结了很久，最近再一看，个人认为可以吧prohibiting。。。from。。作为ban的后置定语来看待。
意思就是：这个ban阻止了landhill accept leaves。。。不知道这样理解好不好
