我觉得应该选D，不知道对不对？

首先，B和C中的指代不正确，应该是学生拒绝，但是前面的复数名词只有universities和fees，明显不可能是它们两拒绝。
E中那个单独的be是楼楼打错了吗？如果不是，那么可以解释，but后面跟的从句没有合适的谓语动词，而且这里不太可能用虚拟语态吧，即使是虚拟语态，也不应该省略should。如果说but后面的部分是ruled的宾语，所以虚拟语态成立（假设如此），那么也应该补出that，所以怎么说E都是错的。
剩下A和D，考虑一个时态的问题，so long as意思是只要，因该是一个条件状语从句来着，所以应该用一般现在时，而非将来时，所以A错。
除此之外，我们还可以看连词，根据前后的关系，明显so long as的表意要比and或者but转却。
C中have to是一个GMAT中不太喜欢的表达方式（当然，不是说它一定错，只是有时候可以用来排除选项）
