请问D若改成 water as they would to a 是不是可以？除了有点罗嗦之外？即比正确答案B多了一个(they would)。

DE排除，至少得有一个a来修饰一个人对吧；C wordy，很明显了。就剩下A、B了，动词发起者是appear, 既appear+to,所以and 之后也加了to~~

the same to someone...as they would to a...照楼主这样比较对象就不平行了吧。

恩，有道理。可我怎么总觉得 phenomena would appear the same to x as they would to y 是正确答案B (the same to x as to y) 的补充完整后的句子？

补完应该是phenomena would appear the same to x as they would appear to y
此处比较成分前已经形成完整的主谓宾结构，比较对象是phenomena（一个个体）的两种呈现人群（两种状态），已经构成局部比较条件，仅比较介词结构to..即可。
如果同时出现补完句和B选项还是选B啦~简洁性~
