这是白勇语法上的一道题，给的correct是E ,现在纠结与A
A.According to the NPA,per-capita consumption of pasta in the US,which has already been approaching 19 pounds a year,will achieve 30 pounds a year by 21century.
E.According to the NPA,per-capita consumption of pasta in the US is already approaching 19 pounds a year and will reach 30 pounds a year by the 21 century.

白勇对A的解释是which修饰了the US,逻辑不合理，但which是可以跳跃修饰的啊，而且E把主从改为了并列，改变了句子重心，怎么着错误也比A来的严重，求解释！

好像A里的has already been approaching 有点问题，前面没注意啊。。。还是请大牛指点一下吧~~

从意思看两个分句应该是同等的概念，而不是把一个作为修饰成分。
