版本2: 有一题，....rules restricting media rights, permitting......and owning... 我考虑了N久，觉得restricting跟permiting不是一个层次的，所以改成了which permit....，大家注意了，这个到时候不要一看就选平行结构，逻辑上内容不平行的。

版本3: 纽约政府relaxed a rules restricting media rights of ownership, permitting companies to purchase more TV stations and to own a broadcast station and newpaper in a town.
