剩下的就有问题了，我没有找到主语，感觉should这句话是部分倒装，后半句is开头的才是句子真正的谓语&宾语~

Basically, the meaning of the part after the semicolon is:
If a significant number of these debts are repudiated, the solvency of some of the world's largest multinational banks is at stake.

at stake = at risk; in question
As long as you understand all the words, you can simply use common sense (perhaps a little bit of financial background knowledge required) to figure out the meaning. You are right that the subject "the solvency" comes after the verb "is".

Here is how the structure works:
There is a book.
On the table is a book.
At stake is the solvency.
Beginning with the above sentence, we insert a modifier and use a pair of commas acting as boundaries:
At stake, ___________, is the solvency.
See, we arrive at the correct sentence.

问得好！说实话，我不清楚，我只是模糊处理，就说理解句子要表达的意思是
If _____, the solvency is at risk.
然后知道是考s-v agreement，"at risk is the solvency" 相当于 "there is a book". Done!

个人觉得这道题很不像GMAT风格，毕竟GWD有些题目本来就可疑，Ron一直强调stay away from SC 1000. 用should这么倒装，也许British english可以这么说，但american english不喜欢。
