3重并列，用前面一个is接。可以吗？

语法笔记上的解释感觉和这道题有点矛盾，
08语法笔记上说：
考点：
主谓一致：
what引导的名词性从句中从句谓语动词的单复数情况：
what后面“什么时候用单数,什么时候用复数”根据动词后面的名词的单复数来定.这道题后面是A,BandC,那么determine 后面改用are才对啊？
