请问关于从句中的doing 修饰问题~~

如果doing现在分词出现在从句中，doing 一定是修饰从句部分的主语么?
比如下面这道题里的many experts believe that policy makers, now viewing ..., are 这里的viewing就是修饰policy makers，可是有没有可能会跳跃修饰到主句中的主语？突然有点迷糊了，求解释~

Many financial experts believe that policy makers at the Federal Reserve, now viewing the economy as balanced between moderate growth and low inflation, are almost certain to leave interest rates unchanged for the foreseeable future.
A.   Reserve, now viewing the economy as balanced between moderate growth and low inflation, are
B.   Reserve, now viewing the economy to be balanced between that of moderate growth and low inflation and are

修饰有就近原则的，除非明确有单复数的代词表明修饰的是远处的动作发起者。

首先这道题选c
的确有的时候doing可以跳跃修饰主语，当主句是主谓宾的结构时容易引起歧义：到底是修饰主语还是宾语？
所以有的时候用从句虽然没有用分词修饰名词简洁，但是至少可以用关系代词、从句的谓语的单复来显示到底修饰什么，此时用从句比分词好

这道题是prep上的，答案是A~~~
C项变成了believed that makers who, doing ... , are... 。that后面就不是一个完整从句了

还不是特别明白啊~

如果一个 A believe B that 这样的结构里，如果doing 要修饰A，是不是放在句子的开头会更好呢？Doing ..,. A believe B that, 这样看起来就不会有歧义了

哦抱歉哈我看错了嘿嘿
但是doing一般都是紧跟它修饰的成分的如果要修饰主语不应该插入在that从句之中啊要是说
A believe B do sth, doing 这个doing 倒是有可能修饰B也有可能修饰A 的不知道这样解释明白点儿没
