这一提纠结了好久。
我选的E，答案选的B
Q1: 为什么这里就不能用aim at?
Q2：B中，identify和seat并列，这样的话，不应该要用 to seat them 么？这不是有问题么？

The error in choice E -

The meaning of Choice E can be simplified as : ........rules that aim to identify fans and (rules） that seat them in a separate area.

Can you find the error in the purple highlighted part ? Yes, rules can not seat the fans in a separate area.

So, choice B correct the above errors:
......rules that aim to identify fans and (aim to ) seat them in a separate area.

For the difference between "aim to" and "aim at", I don't think we need to memorize and use those subtle difference of idioms to decide what to pick or elimiate (at least on this question anyway.) As long as you can know the intended MEANING of this sentence, you can eliminate choice A(same reason as E), E and C immediately. My suggestion is more of a practical nature: there are thousands of idioms in the language. We can't study them all in a so short time. So let's spend our time studying the ones that we know they've actually tested -
• Parallelism
• S-V agreement
• Pronoun problems
• Placement (when words are moved around)
• Choice between/among different kinds of modifiers
• Overall sentence integrity (is it a sentence? vs. a fragment/run-on)

Actually, this is exactly one of the requirements of a professional business person - identify the priority from mess information and spend your most effort and time to tackle them.
