不是说有recent+时间段要用现在完成时么?为什么这里反而用一般过去时呢?

是说在近期的一个会议上的决定,已经决定了,是过去的就应该用一般过去时,没有recent就应该用完成时这个说法,因为这个是政府颁布的条令所以后面应该用一般现在时,表客观事实,所以用needs,B选项完全正确啊
