    (D) decided that Paris has a need of

    (E) has decided that Paris needed

不是说有recent+时间段要用现在完成时么?为什么这里反而用一般过去时呢?

是说在近期的一个会议上的决定，已经决定了，是过去的就应该用一般过去时，没有recent就应该用完成时这个说法，因为这个是政府颁布的条令所以后面应该用一般现在时，表客观事实，所以用needs，B选项完全正确啊
