不可数名词用and连接,谓语动词？

Admittedly,any global regulatory effort faces formidable political hurdles, since cooperation and compliance on the part of all nations-even warring ones-is inherently required.

这里为什么不用are，要用is？

Eg. Food and clothing are necessities of life. 这里都用are呢。

一般A and B不论A和B是可数或不可数，谓语都用复数；但是如果A and B表示的是一个合成的概念，谓语就用单数。有个常用的例子：The bread and butter is his favorite food.浙里The bread and butter 指抹黄油的面包，所以用单数谓语。cooperation and compliance 用单数谓语，作者是把它们看成一个事物。

这道题如果仅看用单数还是复数，真的看不出来。
