这句话到底怎么理解，我个人理解是：任何的药剂实验有时都不能检测出药瓶所描述的作用（尽管药品上是这么说的，但有时候事实并非如此）

翻译：任何的医学检查有时会不能够检测到健康状况，当有健康状况的时候，并且错误的指出有健康状况，当没有健康状况的时候。

fail 理解为不能怎样，或者错误的做了什么
