可是这道题为什么没有补出助动词呢，这个是主语之间的比较啊

这题不补助词也没有歧义，已经说了of any other chief justice, 比较的对象已经很明显是decision，但是补了我个人觉得也不算错， C补了，但是没有any，所以也不能选
