为什么选c不选e？？
动词ing形式作主语是不是在GMAT里不够简洁？？？

15. 句子结构 According to... ,(插入成分,) the proposal have a effect on...
A, whatever (adj. 不管什么样的) 修饰 its merits ，说后面省略 is 没人确定，我理解成插入成分了
若选E，Taxing... 与 have 主谓不一致

16. E选项 as ... as 结构前后貌似不平行，而反观C项则前后对称，并且省略重复的成分price ，比较下确实选C更好

同在准备SC，暂时还没看到v-ing形式做主语是硬伤之类的规律，不过用它设置的干扰选项挺多的，另请高人解释!

就是因为有would那才消掉主谓不一致的情况啊~~taxing would have。。。。
