agreement的介係詞要用underunder the agreement 在此協議之下....

This is absolutely a universal rule regarding the use of the word “protocol”. Whenever you are referring to some sort of rules or regulations, the prepositions normally used are "under" or "according to".

You do not do things in, under or for a protocol.
