这里each state 和all states有什么区别，OG里说“Each state must be compared to all other states”是什么意思？没看明白~~~~

巧了，刚看完这题
ACD 主语为The A and the B 为复数，和后面的动词单三主谓不一致
B each state 和后面的their 明显错误
all states复数所有的states each state单数每一个state

是不是因为这句话逻辑上强调的是整体概念，即所有州都遇到了相同的问题，而每个州的predominant industries 和 regulatory environment 影响到的是全国的types and amounts of waste produced
如果用each state的话，强调的可能只是每个州自己内部的问题，而跟全国没多大关系了？

请高人指正~~~

agreement 直接排除ACD , B 中 their predominant ，their 前面都是单数 each state ,a problem ，指代有问题，也排除。选E

这题考的不是each 和all 哪个好

恩。。。不过我想如果这里each没有问题的话。。。OG应该没必要特意把这一点指出来吧，总觉得这里应该会有个考点呵呵~~~大家的意见呢？

这里前后确实有整体和个体的对比。while从句中说的是作为整体all states面对同样的工业污染问题，而主句中说each state因主导工业和环境监管的原因又都有各自不同的污染。前一句强调整体，后一句强调个体，这样才有的对比啊~~~
