可能大家会解释说ban 掉的是landfills不能accept，但是E可以表达出同样的意思啊？求解释啊

首先，E很繁杂，从句不如分词简洁。其次，cannot表示能力（自己主动的），这里显然不是没能力，而是不被允许，E不恰当。

不过这里如果用prohibitting不会造成累赘么？

bans是法律，规定。。。这一类的要用ving后置作定语>定语从句, 体现去有效性
然后prohibit...from doing...
就可选出答案了
