OG说要分清provisions和code哪个是stimulated的主语，这要用什么方法来判断呢？感觉provisions也通的啊

OG 对这道题原句的解释是：
In this sentence, the there are … that …
construction contributes nothing more than
unnecessary words. The sentence needs to make
clear whether provisions or code is the subject of
the main verb stimulated.

OG解释的意思是要分清主语是哪个，而不是说让code成为主语。provision也可以是主语，只是选项里没有以provision为主语的正确句子

provide和provision必然重复了嘛~一个词的两个形式

OG的意思就是code和provision都可能做主语，只是句子里一定要说清楚哪个是主语。不要指代不清。

provisions 这里是条款的意思，海洋法的条款，个人认为provisions是主语而code不是。只是答案中句子表达冗余了。 there are . .... that 完全可以被去掉
