答案选D。不选C是因为seeming应该是seemingly得问题么？

我觉得是seemingly的问题。
seeming是形容词，可以修饰名词；seemingly是副词，修饰形容词。本题中seemingly修饰的是permanent这个形容词。
d和e之间，d的表达用到了not as... but as... 所以是d.
