请各位帮助分析一下,在选项E中 .....will be allowed to grow...不是一个句子吗, 那么怎么可能成为正确选项, 另, 解释中认为 to establish 和 to encourage平行, 为什么不是 to grow 和 to encourage 平行, 这样一来不是ambuguity.盼高手回复!!!

farmers will be allowed to grow 是个省略了that的定语从句，修饰grain. 在GMAT中若是that做宾语成分则经常省略。
然后你再看try to establish 和try to encourage 是不是很平行了、
