我的理解是““a greater proportion”是“more than half the spending”的同位语，前面并没有省略“it is”。补全的话应该是“a greater proportion than the proportion in any previous election”.

起码是a greater proportion than the proportion 或者是 a greater proportion than what it was

b是对的，在没有歧义的情况下可以不用补出，a greater proportion than （in）....重点是介词in。
