Q: What if my undergraduate degree was not in English, but I received a graduate degree (Master's or PhD degree) from a university program where English was the sole language of instruction?

A: Though it is not required as part of your initial written application, we strongly recommend you take an English language test even if you have a graduate degree from a university program where the sole language was English.

以上是从HBS网站上摘录下来的FAQ。
本人情况是本科在国内读，硕士是国内和国外大学合作的项目，但是拿了两个学校分别的硕士学位，而且在国外是pure English授课。不知道需不需要TOEFL或其他English Test的成绩？没有这个成绩对申请有多大的影响？

reading from the literal meaning, you are encouraged to take a toefl... But I suggest asking the school to figure out.
