这个题考的是一个典型主语从句的形成。

不知道这道题上来怎么分析，OG说D对，可是刚开始我是直接把D划下去的。总觉得开头用IT不太好。而且其他几项，除了E，都觉得错的莫名其妙。尤其是C，OG的解释没太明白

C:的错误是第二个it没有指代对象。
正确：It is my fault to nag you.
正确：it is the fault of the boss to nag you
正确：it is the fault of the boss who always shout on people rudely to nag you
不正确：it is the fault of the boss who always shout on people rudely 。（这句话没说完，什么是错？）
不正确: it is the fault of the boss who nag you.（没说完什么是老板的错？

A是say这个词作谓语动词时的常见错误：
正确1： I can't say Steven has not finished the work.
正确2：I can't say it is Steven's fault. (其实it还没有指代)
正确3： That Steven has not finished the work can hardly be said.
正确4: It can hardly be said that it is Steven's fault.
因为"it is Steven's fault”和“Steven has not finished the work”都是say的内容，所以A的错误等于把say的宾语，一个放在前面，一个放在后面.把3\4机械放在了一起。
所以OG上说，这种典型错误的正确处理办法，就是condence 2 clause in to one.
正确：It can hardly be said that Steven is at fault for not finishing the work.这就是D选项的表达方法。

B选项，at fault是。。。的责任的意思。B的意思其实是不完整的。没说出来原句想说的是educators的责任。
