请问：
平行结构中不是不能省略连词、副词和介词吗？这里or后把to省了为什么还对呢？

好吧，我明白了：
在平行结构中其它介词不可省，但是to是个特例，to …, and … 优于to … , and to …

prep上说：
该句中的并列结构vulnerable to any…or to any和vulnerable to any… or any表达都正确, 第二个to和第一个to功能一样,可以省略
