to be at fault
OG中给出的关于B选项错误的解释是：
B “Can hardly be said to be at fault ”does not
grammatically complete the subordinate
clause.

这意思是不是说B中从句的结构不完整？
但我理解B项可简化为：That can hardly be said to be at fault. 句型结构是完整的，只是改变了原句的意思，原句应为educators can hardly be said to be at fault, 而此处that代表的是其引导的整个主语从句。
求指点~~

刚看到这题,意见仅供参考:
B项较原句要表达的意思而言,是not complete的.
请回到原句要表达的意思: 教育者没有预计到微机技术的影响很难说是他们自己的错误

然后举了一个专业人士都没预计到).
而B项在说什么呢:教育者没有预计到微机技术的影响很难说是出差错 (到底是谁出差错?这里有缺失表达出很难说是"教育者自己出差错"这么一部分。)
拙见
