求助两道语法题。。。which的指代问题

根据我查的资料，这是GWD上的一道争议题。主要纠结于BE两个选项，有人说B，因为E选项使用了双重所有格；有人说E因为B选项which就近指代了country，不合逻辑。这里本人产生的疑问是which可不可以跳过in the country 去指代它所修饰的market? 再看一道prep的题，有类似用法

这里D是正确答案，很明显D中which跳过了in water temperature指代changes，因为affect用的是复数。。。

希望高人指点，which能不能跳过介词短语而去指代介词短语修饰的中心词？

which有跳跃指代的情况，代词指代本身就是很复杂的问题，具体情况具体分析，逻辑意思是最主要的。
给个例子你吧：

OG119. Executives and federal officials say that the use of crack and cocaine is growing rapidly among workers, significantly compounding the effects of drug and alcohol abuse, which already are a cost to business of more than $100 billion a year.

(A) significantly compounding the effects of drug and alcohol abuse, which already are a cost to business of

可以，有介词短语时，可跳跃修饰或就近修饰，取决于逻辑分析。

我记得上xdf的课老实说介宾结构可以直接打个括号排除掉
