为什么C不行啊？！难道是因为project at 用的不对？！求助大家帮忙解惑……

The problem lies in the use of "cost". It is awkward to say "the petroleum industry’s cost of". It's better to say "cost to the petroleum industry" or "cost of something to the petroleum industry."

C还有个问题，by the end of decade不应修饰整个句子

为什么by the end of 不可以修饰句子呢，不是时间状语么？

同意cost to的说法，cost to X , x has to pay for the cost , cost of x , X的成本 ---- manhattan的解释
