关于so的问题和代词指代...困惑中...

OG12 中22题 None of the attempts to specify the causes of crime explains why most of the people exposed to the alleged acuses do not commit crimes and, conversely, why so many of those not so exposed do.
弱弱的问一下why so many of those not so exposed do 中的俩so 都是adv的用法修饰 many 和exposed 的么?

还有一个问题关于代词指代, 什么时候代词能放在被指代的词的前面什么时候不能?

第一个问题：词性都是副词，而且翻译都可以认为是如此的意思；
第二个问题：代词在前置修饰中，用与不用取决于意思的清晰度，如果用了更清晰就要用。
而有时候可以省略，有时候不可以；比如本题就不可以省略，因为省略了，前置修饰结构美问题，但是什么fashionable呢，会造成歧义

那第二句中的it是形式主语吧? 能不能说it在指代的词的前面出现不是形式主语就是形式宾语呢?
