答案是A,,,,我想不通的是and 连接的话前后时态难道不用一致吗,,,A前面过去时,,,后面完成时,,,所以我选了B

完成时是要持续了一段时间的动作。began这个动作是一个time point的事，不能用完成时。
后面一个用现在完成时是因为"ever since"(这个也是完成时标志性的状语), expand这个动作从universe began一直持续到现在。
有的时候为了表示动作发生的时间的先后顺序，不需要一致的时态。你可以搜一下有过去完成时的OG题就知道了。
