问题是：A为什么不对？我看到有前人说A的it和its没有指代同一个东西。it是形式主语，指代" that its effect on their size is significant", its是指代 the coordination of monetary policy。可是大全的93题（仅仅是4题之前啊！）的正确答案就有两个it，一个做形式主语，一个做一般代词。

(A) it is so debilitating that it has become an economic
(B) it is of such debilitation, it has become an economical
(C) so debilitating is it as to become an economic
(D) such is its debilitation, it becomes an economical（A）

对于 97
A 用了两个be， E用了一个，所以E相对与A更简洁
for A
it is unlikely (that its effect on their size is significant in the absence of an appropriate fiscal adjustment).
in .... 做状语修饰 is significant，在这方面significant 是不太可能的
for E
its effect on their size is not likely to be significant (in the absence of an appropriate fiscal adjustment.)
in ... 做状语修饰 is not likely 意思是在这中情况下不可能
因此 A 和 E 意思不一样
而E 更合理
所以选E
