我认为是单复数统一的

其实是这样的，这是一种省略 当平行后面部分与前面重复的时候，重复的部分就会被省略

在OG 中有好多题就是 TO DO S.TH AND DO S.TH 当然这实在没有起歧义的情况下

如果会出现歧义了，那么WAS TO 这些原先被省略的就必须加上了

觉得B的had been不对,如果从理解角度上来说,原句的意思应该是当两个东西同时成立时,什么什么什么...所以这两个东西是并列的.

had been不是表示过去的过去么...

应该是C，因为很明显，后面的(was)是省略了---在ＯＧ里出现过很多次类此情况。而Ｂ逻辑上如果硬要理解的话，就是说在汽车的经济性和社会性作用被确认之前，人们已经确认了它的速度；但是ＯＧ一贯没有要求这么啰嗦的去理解，而且用ｏｎｃｅ和ａｎｄ平行，这个理解也就更加别扭。
