B：
（1）component in 非惯用语法；
（2）主句中没有指明是发生在过去的某一个时间段，tried 在这里显得 make no sense。应改用have tried，表明市政府已经针对这一问题采取了相应措施
（3）so that the cost of trash disposal is reduced ， wordy and awkward

D：
（1） “All kinds of paper are the biggest single components ”，意思是纸的种类构成了垃圾，make no sense
（2）这里的so语义模糊，不知道是修饰many还是做连词表原因。而两个分句中有明显的因果关系。为了解决这个问题，应该在句子的最开始用Because
