对E有疑问，being committed to 动作的发出者难道不是executive吗？而E中的发出者是one（即action吧），这对吗？

我觉得A不是缺主语吧，应该是it的指代不明确（heavy commitment or a course of action);
C 是缺“ especially if it has worked well in the past"
如果likely只能用作 be likely to do

那么只能选E了。
