请问这道题many analysts conclude 得conclude 应该用一般现在时还是一般过去时？

我觉得是一般现在时，因为conclude that 。。。从句中，谓语remains是一般现在时，所以我选A.

白勇的书上说因为是in late february, 所以用concluded，答案是D。但是我觉得这里in late february 修饰的是前一句话，不能当作是后半句的时间状语。请大家帮忙解释解释.

我选 D是因为排除了A.
A的从句动词用were declining，但时间状语是in late february, 显然不对。

D的从句用declined, 一般来说，主句与从句的时态是保持一致，除非有特别的时间提示。（比如加了now)
