可以排除直接DE。可是不明白ABC都是个什么结构，but not of 怎么用。希望听听大家的回答，谢谢！

but not of 实际是省略结构，完整的应该是but not covers cost of other nonhospitalservices...所以只在BC中选择。
另外切记，原句中的情态不能随意省略。所以选C
