答案是B 不是说现在分词做定语有重复的意思么？所以应该用定语从句的么？还有“at”和“to”怎样区分

这题首先排除has jumped,要用jumped 过去式，因为是in 1997
at是不对的，因为at的话变成the number jumped at 1.34m，不合逻辑，1.34m是最终变成的结果,用to

现在分词作定语为什么会有重复的意思？也许有些情况下会有歧义或者逻辑上和时态上的错误，但是现在分词作定语的情况很普遍，在表达动作发出者主动发出动作的时候经常会用现在分词，而且法律条文后面的定语从句一般只用Ving引导
关于to和at，没有什么明文规定，只是在上下文中用逻辑来判断，这题的逻辑含义是说the number of United States citizens declaring themselves bankrupt达到1.34m，表示一个动态的到达的过程，而at更侧重于表示一种状态，所以这题中用to

是不是有点双重所有格的感觉

declaring 和 who declared都可以，关键是看修饰成分的时态，由于得句首的in 1997，所以应该使用一般过去时，jump表示涨到某个量应该用to ，jump to QUANTITY。
