答案是E。我想知道为什么arouse simultaneously 后面要加with，而且为什么with要放在arouse simultaneously 后面而不是前面？arouse能不能换成arising？

首先，你的e选项写错了，应该为 evidence that：
cut into a 500-acre site at Tell Hamoukar, Syria, have yielded strong evidence that centrally administered complex societies in northern regions of the Middle East arose simultaneously with but
解释：
1）arouse simultaneously with the more celebrated city-states... 没有with就没有“与...同时”的意思了。不是特明白你说的前面是哪里。
2）arouse 不能换成rising。因arouse是从句evidence that...的动词，换成rising就没有东西了。不过，如果前面是evidence of ... rising with...倒是对的，因为of后要的是动名词不是句子。
