ans:c
解釋說d的and 會讓人誤解
可是c的and不是也會讓人誤解problems …..and other resources或 water and other resources ???

我试着说一下
c. problems in the management of water and other resources
可以写成problems in the management of water and problems in other resources，第二个problem in因为是重复的，所以可以省略
或者problems in the management of water and problems in management of other resources
不论哪一种写法，都可以表示出other resource也有问题
d. problems of water and other resource management
只能拆成 problems of water, other resources management两块儿，那么就没有体现出resources也有问题。如果要体现问题且不再重复problem的话，应该写为prolem of water and that of other resource management，才不会歧义。意思就是说所有格of不能省略的那么干净
