看了不少讨论，国内的国外的。说B对的多，也有说D的。
B中： “During the 1980s it became clear that for environmentalists who sought financial aid“，是不是把for environmentalists who sought financial aid提前了。复原是that it was far more efficient for environmentalists who sought financial aid to solicit private funds than to go to etc etc etc.
D中："going to" & "to go to" are not in parellel..

这道题没什么可争议的。B是正确选项。
实在不明白D上哪一点引起人们的关注从而选它
