T-4-Q41，A为什么不对呢？

题目是：T-4-Q41：
Alaska

regularlydeposits some of its profits from the sale of oil into a special fund, withthe intention to sustain the state’s economy after the exhaustion of its oilreserves.

A. fund, with the intention to sustain thestate’s economy after the exhaustion of its oil reserves

B. fund, the intention of which is to sustainthe state’s economy after they have exhausted their oil reserves

C. fund intended to sustain the state’s economyafter oil reserves are exhausted

D. fund intended to sustain the state’s economyafter exhausting its oil reserves

E. fund that they intend to sustain the state’seconomy after oil reserves are exhausted

我看了很多解释，没有什么提到A。说到A的，也是说its指代不清，有的说是不知道指代的Alaska还是fund，这个就太搞笑了，出GMAT题的人也不傻，fund怎么可能有oil reserves呢，如果语法题变得这么教条，还有什么意义啊。

with the intend to do...
with the intend of doing...

我觉得with the intention 是不是就算成wordy和wrong idiom了。。。

不过我觉得能用intend的地方，干嘛还要用什么with the intention to do。。

with intention to do 在语法上是修饰前一个句子还是前一个词呢？
