我对选项没有问题，选D，但看D：
is a phenomenon in whichchanges in the ocean and atmosphere combineto allowthe warm water that has accumulated
change怎么可以有目的呢？change只是个物呀。。。

物不可以有目的的选项很多，举例：
18. Computers are becoming faster, more powerful, and more reliable, and so too are modems, they are the devices to allow two or more computers to share information over regular telephone lines.
(A) so too are modems, they are the devices to allow
(B) so too are modems, the devices that allow

那这里A就是错的，device有什么目的。

可为什么104是这样的呢？求解！

我想to allow是不是修饰动词combine的·····

el nino那题你理解错了，changes是主语，combine是谓语，后面接to allow就是表目的。

第二道题不选A的原因是：缺连词啊，选A的话，需要在they are the devices前面加个什么连词，比如and之类的。
B选项中做同位语解释说明前面的modems就没有问题了。
