正确答案给的是A，求解释，whatever可以直接加名词不要谓语动词吗？一般不是应该都用类似“whatever you do”,"whatever this is"之类的用法吗？

你的想法是错误的。你只见过whatever you do, whatever it is，没见过别的用法。但你不能因为没见过其它用法，就把其它用法定义为错。

这道题只有A选项最好。我的思路如下：

一、看明白意思。说的是根据一帮人所说，无论这玩意儿多好，这玩意儿也会带来不好的结果。

二、比选项，先排除CDE。因为这三个选项的动作发起者不对。因为真正能带来不好结果的不是taxing away，而是这个proposal

三、对比AB，明显A在能说明白意思的同时比B简单。故选A
