我一开始就把ABC给排除掉了，因为记得XDF老师说过n+that+be+adj是永远错的，因为可以直接用adj+n来表示。我选的是D，难道是因为那个their指代不明确吗？谢谢

这里是为了消除歧义，用了that从句.
more fuel-efficient small cars> more(adv) fuel-efficient or more(adj) small cars.
相比之下"small cars that are more fuel-efficient" is clear...
