不能省啊，natural gas 是被supplied，如果A的第二个is不见了，有可能造成supplied和第一个is平行。（虽然时态不匹配）

前面的IS是系表结构中的系动词，表示是的意思，是有含义的，后面的IS是被动语态中被，担当一助动词的作用，前后作用不一致，所以不能省

同意楼上的，前面的表示状态，后边的表示动作

并且，如果你说省，我说不能省，这不本身就有歧异吗？大多数人第一眼看上去就觉得时态问题

并且你参考一下第二个还有第三个，明显得被动，主语谓语关系很明确

就比如一句话 “be likely to do sth and be able to”

第二个BE不能省
