是主语比较，所以后面补出those。

我也覺得是E,是兩種institutions在比,charge under 8000的, 和charge over 16000的,charging 在這是修飾institutions的分詞,是ok的...所以要有those

若選D,就是兩動作在比charge 8000 v.s.chare 16000,但主詞還是同一個ㄚ,所以邏輯不通,這題我想多少要靠點句意邏輯

我也觉得D,E很纠结~看下E~比较结构中指代前面的词用that 或 those，而且貌似是不能省略的~所以徘徊下还是选了E~有没有更好的解释呢？
